Green Maritime Fuel Bunkering Incentive Scheme

  1. The Government rolled out the Green Maritime Fuel Bunkering Incentive Scheme for encouraging pioneer enterprises to start ship-to-ship LNG and green methanol bunkering businesses in Hong Kong. Incentives may be provided to eligible pioneer applicants for successful bunkering operations conducted. The maximum amount of incentives for each type of recognised green maritime fuel is HK$2,000,000.

To apply for the incentives, an eligible company should submit an application form with the bunker delivery note and document proof of chartering or owning the bunker vessel concerned (whichever is applicable) enclosed to MD for each eligible bunkering operation conducted under the Scheme within two months after its completion. Port Dues Incentive Scheme for Green Maritime Fuel-related Vessels

To support Hong Kong's development into a green maritime fuel bunkering and trading center, the Marine Department ("MD") introduces a three-year incentive scheme (from 16 June 2026 to 15 June 2029) for green maritime fuel-related vessels, including ocean-going vessels ("OGVs") powered by or bunkering specified green maritime fuels in Hong Kong, and OGVs carrying green maritime fuels for supply in Hong Kong by providing port dues incentives. Specified green maritime fuels refer to liquefied natural gas, methanol, ammonia, hydrogen, and bio-diesel (blended with at least 20 per cent bio-fuel). Port dues including port facilities and light dues, anchorage dues, buoy dues and fee for port clearance are eligible for the reimbursement under this scheme. If a vessel qualifies under multiple categories, it should receive incentives at the highest applicable level.

The amounts of incentives applicable to different types of OGVs are as follows:

D OGVs carrying or bunkering bio-diesel (i.e. blend with at least 20% bio-fuel) in Hong Kong (excluding vessels falling into category A, B and C) 25%

Eligible shipowners or their agents must submit a completed application form together with the required supporting documents to the MD within three months of their vessels' completion of the above operation(s) in and departure from Hong Kong. The approved incentive amount will generally be disbursed within 30 working days.

Vessels Registration Incentive Scheme

To accelerate the green transformation of Hong Kong fleet, as well as to attract and retain registration of green vessels in Hong Kong, the MD has launched a three-year "Green Vessels Registration Incentive Scheme" on 16 June 2026, providing an annual incentive of HK$60,000 for Hong Kong-registered ships using eligible green maritime fuels. A total amount of up to HK$180,000 will be granted to a ship for successful applications throughout the three-year period.
