To encourage improving service quality and increase the accuracy of the amount of fuel bunkered for maritime fuel oil bunkering in Hong Kong, the Transport and Logistics Bureau ("TLB") and the Marine Department ("MD") have launched the Quality Bunker Operator Scheme (the "Scheme").

The Scheme encourages bunker operators to adopt certified Mass Flow Meter (MFM) systems that enhance measurement integrity. MD will ensure that relevant requirements under the Scheme have been followed by bunker operators for delivering the quality service using MFM when providing bunkering services of conventional fuels and biofuels.

Participation in the Scheme is voluntary. Bunker operators who install and use MFM systems on their bunker vessels, and obtain inspection and certification from a recognised body in accordance with the international standard ISO 22192 or equivalent requirements may apply to participate in this Scheme.
