
General Information
- The Transport and Logistics Bureau strives to promote green shipping. The Marine Department (MD) provides comprehensive one-stop services to promote the use of green fuels by the maritime industry in Hong Kong, including the provision of advisory services, the formulation of safety guidelines for vessels and crews, as well as the implementation of monitoring procedures before and after bunkering, etc.
- The objective of the services is to provide ship management companies and green fuel bunkering companies with the necessary policy and technical support for green fuel bunkering, which aims to facilitate the progress of Hong Kong towards the reduction of maritime emissions and the achievement of international decarbonisation targets.
Guidelines and Standards
- Vessels engaging in green fuel (such as liquefied natural gas or methanol) bunkering operations must comply with the maritime safety and environmental protection regulations and standards in Hong Kong, as well as the requirements of the relevant international conventions formulated by the International Maritime Organization (IMO).
- MD has promulgated a new "Code of Practice - Safety and Operational Guidelines for Bunkering of Alternative Fuels" in accordance with Section 8 of the Merchant Shipping (Local Vessels) Ordinance (Cap. 548). The Code of Practice provides standardised safety and operational guidelines on green fuel bunkering operations, with a view to ensuring compliance with the international standards, securing safety, protecting the environment and enhancing the operational efficiency in the waters of Hong Kong.
- Safety is of paramount importance. Bunkering operations must strictly adhere to the established risk assessment guidelines, and all vessels and crew members must undergo the necessary safety inspections and training before commencement of the operations. Incentive Scheme
- The Scheme serves to encourage pioneer enterprises to start ship-to-ship green maritime fuel bunkering businesses in Hong Kong. Providing incentive to first-movers will also help level the playing field between pioneers and late-joiners, as the latter might be able to benefit from the operational experience of the former.
- Companies which are interested in and capable of bunkering liquefied natural gas ("LNG") and/or green methanol ("recognised green maritime fuels") in Hong Kong are eligible for the Scheme. Incentive may be provided to eligible pioneer applicants for successful bunkering operations conducted. The maximum amount of incentive for each type of recognised green maritime fuel is HK$2,000,000.
- To apply for the incentive, the eligible company should submit an application form with the bunker delivery note and document proof of chartering or owning the bunker vessel (whichever is applicable) enclosed to MD for each eligible bunkering operation conducted under the Scheme within two months after its completion.
Frequently Asked Questions and Answers
In general, the following steps are involved in the application for a COO and an OL for a local vessel:
- Apply for an Approval-in-Principle Letter (AIP Letter) to the Central Marine Office;
(Please refer to the Guidance Notes attached to Form MD 521 for the documents required for the AIP Letter application.) - Apply for approval of plans and survey at the Local Vessels Safety Section of MD after receipt of the AIP Letter; and
- Apply for COO and OL after the vessel's plans have been approved and the survey has been completed. Please refer to the Guidance Notes attached to Form MD 517 for the documents required for the COO and OL applications.
In addition, applicants are also required to submit other documents specified in the "Code of Practice - Safety and Operational Guidelines for Bunkering of Alternative Fuels". For details, please refer to the relevant Operational Guidelines。
The application for an AIP Letter is free of charge. The application for a COO is free of charge, whereas the application for an OL is subject to the licence fee payable as prescribed in the Merchant Shipping (Local Vessels) (Fees) Regulation. Applicants for alternative fuel bunkering vessel are not required to provide a typhoon mooring arrangement when applying for an AIP Letter. However, a typhoon mooring arrangement to the satisfaction of the Director of Marine is required before applying for a COO and an OL.
The risk assessment shall include the following elements:
- Operational Overview
- Describe the nature, scope and location of the bunkering operation.
- Specify the type of alternative fuel to be used (e.g. hydrogen, natural gas, etc.).
- Risk Assessment
- Assess the likelihood and potential consequences of each risk.
- Use quantitative or qualitative methods to classify risks in accordance with the Code of Practice.
- Risk Control Measures
- Develop specific measures to reduce or eliminate risks, such as using safety equipment and establishing emergency plans.
- Explain the effectiveness and feasibility of these measures.
- Emergency Response Plan
- Formulate a detailed emergency plan, including incident reporting procedures and personnel response actions.
- Ensure that all involved personnel are familiar with the emergency plan.
