(Note: Applications submitted before or after the application period or not in the specified manner will not be accepted. For application by post, the postmark date on the envelope will be regarded as the date of application.)
Sequence of Application
The allocation will be conducted by grouping applications according to the particulars (class and/or dimensions) of the vessel mentioned in Part C of the Application for Permission to Lay Private Mooring [Form No.: MD 528]. If the number of applications within a group exceeds the number of availability to lay private mooring, a lottery draw will be conducted to prioritize the sequence of applications processed by Marine Department.
Application Result
Successful applicants will be notified of subsequent arrangements by registered mail and/or email in due course.

Note1The no. of availability to lay private moorings included the no. of availability to lay private moorings for pleasure and the no. of availability to lay private moorings for non-pleasure vessels, and may be changed subject to the prevailing circumstances and conditions in the concerned mooring area.

Please note that the following new conditions will apply to the PM Permission thus issued -
i)  The validity period of the PM permission is six years with no option to renew or extend. Upon expiry of the validity period, the PM space must be returned to MD for re-allocation;
ii)  In case of transfer of the PM during the validity period, the transferee will only be entitled to use the PM space for the remainder of its validity period after the transaction with no option to renew or extend;
iii)  Points System will apply to the PM permission issued;
iv)  Steel hull vessel is strictly forbidden to use this private mooring; and
v)  MD may at any time withdraw or cancel a PM permission by serving a written notice to the PM owner and retrieve the PM location upon 14 days after serving the notice.
Remarks
1.  The applicant must be the owner of the vessel mentioned in Part C of the Application for Permission to Lay Private Mooring [Form No.: MD 528].
2.  According to section 6 of the Shipping and Port Control Ordinance Cap 313, laying of private mooring in the waters of Hong Kong requires the written permission from the Director of Marine (The private mooring owner shall lay and remove the private mooring at his/her own cost under the supervision of Marine Department).
3.  The private mooring owner shall purchase and lay the private mooring at his/her own cost at the approved position within the period specified by the Director of Marine. Such works shall be completed to the satisfaction of the Director of Marine. Otherwise, the Director of Marine may revoke the permission and consider granting another applicant permission to lay private mooring at that position.
4.  The vessel should have valid operating licence and has not been allocated with other private mooring.
Application Methods

Application for Permission to Lay Private Mooring [Form No.: MD 528] ("Application Form MD528") and its guidance notes are available from the Private Mooring Sub-unit, or can be downloaded from the website of the Marine Department https://www.mardep.gov.hk/en/forms/index.html?searchText=MD528

For submission by post or in person, the completed application form with all required documents can be sent to the following address:

For using Public Form Submission Service which duly signed the Application Form with Digital Signature, the applicants can directly upload the required supporting documents to complete the process. If the application form is not duly signed with digital Signature for e-submission successfully, please submit the originals of completed Application Form MD528 together with the required documents within 7 working days to "Private Mooring Sub-unit, Central Marine Office, East Wing, 3/F, Harbour Building, 38 Pier Road, Central, Hong Kong" in person or by post, otherwise, the application will not be proceeded.

Public form supports digital Signature for e-submission. The following Organisational Digital Certificate/Personal Digital Certificate are acceptable.
