The Government is to introduce various measures
to safeguard flight safety at the new airport at Chek Lap Kok
which is scheduled to be commence operations in April next year.
Arrangements for the measures are spelt out in the Shipping and
Port control (Amendment) Regulation 1997.
A Government spokesman said today (Wednesday) that it was essential
that the transmission of air navigation signal was free from interference
by vessels and that flight paths were clear of obstacles so as
to ensure flight safety at the due-to-opened Chek Lap Kok Airport.
"We, therefore, need to control the movement of vessels
in the Chek Lap Kok Airport Approach Areas which extend from the
Brothers Islands to Lung Kwu Chau and cover also waters around
the new airport platform," the spokesman said.
"With the opening of the Tung Chung Bridges, Kap Shui Mun
Bridge and Tsing Ma Bridge, we have to make sure that no over-height
vessels will attempt to pass under these bridges," he added.
The main provisions of the Amended Regulation feature the provision
of appointing different commencement dates for different provisions
of the Regulation to coincide with the opening dates of the Chek
Lap Kok airport and the new bridges.
It also repeals the restrictions on vessels entering the Hong
Kong Kai Tak Airport Approach Areas and other related restricted
areas upon closure of Kai Tak.
It further provides that, except with the permission of the Director
of Marine, no vessels should enter the Chek Lap Kok Airport Approach
Areas and that no vessels exceeding certain height limits shall
enter the water areas adjacent to the Tung Chung Bridges, Kap
Shui Mun Bridge and Tsing Ma Bridge.
The regulation also amends the Fifth Schedule to delineate the
boundaries of the new Chek Lap Kok Airport Approach Areas and
the height restricted areas.
