Hong Kong port very close to full compliance with new maritime security rules
The Merchant Shipping (Security of Ships and Port Facilities) Ordinance 2004 was enacted at the Legislative Council yesterday (June 23) to implement the International Ship and Port Facility Security Code that comes into effect on July 1.

A Marine Department spokesman said today (June 24) the legislation would empower the Director of Marine to require Hong Kong registered ships and port facilities in Hong Kong to implement relevant security measures and impose security control measures on foreign ships visiting the port of Hong Kong.

"In Hong Kong there are 31 port facilities under the Code. These include the container terminals, oil depots, power stations, cruise and ferry terminals and the buoys and anchorages which constitute a single port facility," the spokesman said.

The Port Facility Security Plan of the buoys and anchorages was approved today, bringing the number of approved facilities to 24 and the Marine Department spokesman said that the remaining facilities would be in full compliance with the Code before July 1.

"As part of the tightened security control measures, those persons entering port facilities or going onboard ships required to observe the Code may be asked to produce identification documents prior to entry and may also be subject to escort whilst within the premises or on board the ships," the spokesman said.
