A Crewmember Of A Locally Licensed Cargo Boat Died After Fallen Overboard
A.    The Incident

On 14 October 2002 at about 0420 hours,a crewmember of the locally licensed cargo boat M20184A, was believed to have fallen overboard in vicinity north of Crooked Island.  During the incident the vessel was returning to O Pui Tong from Kat O after discharging a cargo of frozen chicken wings.  Upon arrival at O Pui Tong and discovering that the crewmember was missing, the master initiated a search at 0515 hours on board.  He also asked his two friends to assist in searching the sea via his return route with two P4 sampans but with nil result.  The case was reported to the police in the afternoon at 1545 hours.  A search with helicopter and marine launches was carried out by various government departments but was unable to find the missing person.  Two days later on 16 October 2002, the Marine Police located a body in Kat O sea area.  It was later identified to be the missing crewmember of the cargo boat M20184A.

B.     Findings

1. The deceased was believed to have fallen overboard from the cargo boat M20184A between 0420 and 0515 hours on 14 October 2002 whilst the vessel was on its return passage from Kat O to O Pui Tong. During the return passage the sea condition was calm and the vessel only experienced slight rolling movement.

2. The investigation is unable to establish the cause of this man-overboard case with any certainty. The master opined that the deceased might have fallen overboard when he was urinating at the side of the vessel. Whilst not ruling out such possibility, the Investigating Officer is however unable to find any evidence which can support the masterˇs opinion or suggest otherwise.

C.    The Lesson

This incident illustrates the importance of communication between crewmembers, especially when there are only two members on board a vessel and there is a need for separate activities such that one would be out of sight of the other.  Under such circumstances both crewmembers should know what each other is doing and periodical contact should be maintained so that when any mishap happens to one of them, the other could be aware of the occurrence at the earliest and take necessary action immediately.
