A Fishing Vessel Sank After Took In Water
In Heavy Weather With Loss Of One Crew
A. The Incident

On 19 September 2002 at about 0020 hours, fishing vessel M60441S was reported to have sunk in the vicinity about one nautical mile south east of Shek O.  The ten persons on board fell into the sea as the vessel capsized and sank into the sea.  Nine of them were rescued by a nearby fishing vessel and one person was drown in the incident.  

B. Findings

1.   Seaworthiness of the vessel was hampered due to accumulation of water on deck.  This could be caused by the design of longitudinal wooden bulwark on deck and the heavy weather condition in which the vessel was operating.

2.    Improper judgment of the master to take a northerly course which exposed the starboard beam of the vessel to wind and waves approaching from the east.

3    Poor safety awareness on board and the failure to use the lifejacket in ample time had contributed to the loss of one crew - None of the crew had worn any lifejacket in the incident. 

C. The Lessons

1.    The design of longitudinal wooden bulwark on deck could cause accumulation of sea water resulting in loss of stability to the vessel.  This situation is more severe when operating the vessel in heavy weather.

2.    Under the prevailing weather of beam sea and the vesselˇs fully laden condition, the master could continue on a north-easterly course after passing north of Poi Toi Island so as to keep the wind and waves on its starboard bow.  When reaching a suitable location he could then alter to a north westerly course to approach its destination while keeping the waves on the aft quarter.  This zig-zag course might take longer distance but it should be able to avoid the waves from hitting the vessel directly from abeam.   

3.   It was reported that none of the rescued crew had worn any lifejacket.  According to the master the deceased was not a good swimmer.  Had the deceased put on a lifejacket in an earlier stage, he would have had a better chance of survival.
