A Mainland Sand Barge "番運機169" Collided With
A Mainland Cargo Vessel " 興海787" At Anchor
A. The Incident

At about 1230 hours on 21 July 2002, in good visibility and weather, a mainland sand barge "番運機169" collided with the bow of a mainland cargo vessel "787" anchored at approximately 0.40 nautical miles (nm) north west of "Pun Shan Shek Light" in the Pun Shan Shek anchorage.  "興海787" had no apparent damage after the collision while "番運機169" sustained hull damage at the starboard quarter in way of the engine room.  Water entered the engine room shortly after the collision. As the situation deteriorated "169" went adrift and sank in position 22 16.68'N 114 05.57'E, about 0.7 nm east of Kau Yi Chau.  All crew members of "番運機169" jumped overboard and were rescued by a passing vessel.  There was no injury to the crew in this incident.

B. Findings

The Master of "番運機169" had failed to keep clear of the anchored vessel "興海787" when he knew that the starboard engine of his vessel was not working properly.  Despite difficulties in controlling his vessel, he however attempted to continue to proceed and pass close to the vessels at anchor.

C. The Lessons

Knowing the difficulties in controlling the vessel with only one single engine of a twin screw ship, the master should navigate his vessel away from the anchored ships to allow more sea room and proceed with extreme caution. To allow the vessel to proceed to its destination whilst passing close to other anchored vessels would create danger not only to own ship but also to other vessels in the vicinity. Besides the ships anchored in the area, the master should also consider the safety of navigation throughout the passage taking into account the state of maneuverability of his vessel.
