An Unlicensed Sampan Capsized And Sunk With Loss Of Two Lives
A. The Incident

On 5 April 2002 at about 1815 hours, an unlicensed sampan was reported to have capsized and sunk near the coast of Lau Fau Shan.  Three persons, two male and one female, on board the sampan were fallen into the sea.  One male person managed to swim to the nearby oyster farm and reported the incident to the police. The other two persons were lost in the incident.

B. Findings

1.  The cause of this accident appeared to be incompetent handling of the sampan. There was no qualified person on board the sampan during the incident.  The person steering the sampan might not have responded correctly with the situation when the sampan was pounded by successive waves from sideway.

2.  The sampan was not licensed in accordance with local marine legislation requirement. It was apparent that no life-saving equipment was provided on board.

C. The Lessons

1.  Despite that the two victims were not good swimmers, there was no lifesaving appliance on board.  As the incident occurred close to shore, if the vessel was equipped with some floating aids, even with only a lifebuoy it should be able to provide great assistance to the two victims and prevent the tragedy from happening. 2.  Synchronized rolling movement of sampan induced by successive beam waves could be dangerous. It may be avoided if the heading and/or speed of the sampan are adjusted suitably to alter the resultant wave encountering period.
