Section 2 - Full Registration
2.1 Documents to be submitted for Full Registration

The following documents (must be original, unless otherwise specified) will need to be submitted :  
  1. Application form (Form No. "RS/A1")

  2. Form of Authority (Form No. "M.O. 812") for making and signing applications and declarations, where necessary

  3. Declaration of Entitlement to own a ship registered in Hong Kong (Where a ship has more than one owner, a separate Declaration of Entitlement must be made by each owner).

  4. Title documents, i.e. a Builder's Certificate (Form No. "M.O. 42") for a new ship; or a duly executed Bill of Sale plus a copy of Certificate of Ownership free of encumbrance where there has been a sale of the ship in favour of the owner; or a Certificate of Ownership free of encumbrance where there has not been a sale of the ship which is not a new ship.

  5. Certificate or evidence of deletion from previous registry if it is not a new ship. The evidence can be in any one of the following forms:
    • a certificate of deletion from the last registry where the ship was registered;
    • a letter/telex/fax from the ship's last registry informing the Hong Kong Shipping Registry that it has consented to close the ship and that steps are being taken to effect the closure;
    • a certified true copy of the application made by the owner or the representative person of the ship to the registry where the ship was last registered to close the registration of the ship.

    Notes -
    (i) Where the certificate(s) of deletion cannot be produced at the time of registration, it/they must be presented to the Registrar within 30 days from date of registration.

    (ii)If the ship is concurrently registered in more than one register, evidence of deletion from each of the registers is required.

    (iii) When the vessel is successfully registered in Hong Kong, the vessel's previous registration(s) shall have been deleted.

  6. Certificate of Incorporation or Registration in Hong Kong of owner or Hong Kong Identity Card of owner, as appropriate. A certified true copy of the company certificate or Hong Kong Identity Card is also accepted.

  7. Original or certified true copy of Certificate of Incorporation and Memorandum of Association of the representative person appointed in relation to the ship, where applicable.

  8. Certificate of Survey ("SUR59E") giving the principal particulars of the ship, international tonnage, etc.

  9. Certificate or Declaration of Marking of Ship (Form No. "RS/S1") completed by the Master of the ship or an authorized surveyor.
