Terms of Reference

To provide a channel through which representatives of the Employers' Federation of Hong Kong (Shipping Group), the Hong Kong Shipowners' Association, Seafarers' Unions & Guilds and the Government can consult and exchange information with each other and make recommendations on the employment and welfare of seafarers in general with particular reference to the following:
  1. Proposals to consolidate, amend or update legislation concerning seafarers including the application of International Conventions and I.M.O. recommendations.

  2. Statistical data and survey material produced from time to time by the Seafarers' Branch.

  3. Welfare facilities for seafarers ashore and afloat.

  4. The revision, when necessary, of standard agreements applicable to Hong Kong seafarers serving on various flag ships.

  5. Disciplinary procedures.
