Terms of Reference To establish a tripartite representation of government and representatives of seafarers' and employers' organizations to advise the Authority on all matters with respect to which it is consulted by the Authority relevant to the Merchant Shipping (Seafarers) Ordinance (Cap 478) with particular reference to the following: Specification of the exempted categories of seafarers. Registration of a seafarer who has been convicted of an offence which would be grounds for the removal or suspension of his name from the Register. Specification of the alteration of a seafarer's rating. Direction to an application from a seafarer for his name to be restored to the Register. Medical examinations of a seafarer's fitness for employment in ships. Method for mustering registered seafarers.
